DIASPORA - The organization of a separate department, within the Ministry of External Affairs, which will be in charge of issues affecting the Romanians living abroad.

There are two specific sets of issues: those that interest the Romanian citizens who are established, or wish to establish themselves in other countries and those pertaining to the Romanian citizens wishing to reintegrate in their native country.

The first set of powers must answer to a set of specific questions, such as those regarding the legal requirements for obtaining the status of immigrant/ resident/ citizen, obtaining a study permit or a work permit, obtaining equivalencies for previously completed studies/ diplomas, for driving permits, etc. To this end, it is essential that such information is constantly updated on a department portal, which shall be used by all Romanian embassies and interested organizations. Furthermore, in order to ease communication with the Romanian Diaspora, it should be mandatory that every diplomatic office located in a country with a stable Romanian community have employees specifically designated for such communication.

The second set of powers and concerns which must fall within the purview of this new department must focus on the support needed by Romanian citizens returning home.

Undoubtedly the country suffers acutely from a diminished workforce in areas such as services, contrusction and manufacturing. It is also assured that many Romanians who have worked for many years outside their country of origin have developed a set of skills which renders them more productive and therefore very necessary to the Romanian economy. It is clear that the environment in which these workers toiled had a certain impact on their development. Furthermore, the Romanian families that come back bring with them their savings, which can be considered an added value. At this moment, the process of return to Romania is disorganized, random, even though it is much wanted and lauded by high Romanian officials. For a fast and socially efficient reintegration, Romanian families need support and guidance, and so the above-mentioned portal must contain:

· Information on the real estate market: links for real estate agents, for banks offering loans of this nature;

· Information on the job market: links for recruitment agents;

· Information on education: shcools in the area of re-location; equivalency for studies or diplomas;

· Information on tax authorities; social insurance; pension equivalencies;

· Any other information of interest for Romanians who want to reintegrate their native country (legal, health, environment, social protection, etc).
